
The legal framework for animal identification and registration will be modernized and supplemented to ensure traceability in the relevant register of the Republic of Moldova, as well as to harmonize national regulations with European Union standards.
The amendments approved today by the government establish updated rules on the identification of animals and access to the data of the State Register of Animals and on the provision of compensations in case of infectious diseases. The new provisions extend the rules of official identification to apiaries and hives. Beekeeping activities will be registered in the information system “BeeProtect”, where data on beekeeping farms, bee families and their movements (to other settlements, to forest and agricultural) will be entered.
Animal identification rules are adapted for all species. The amendments take into account the requirements of the European Union legislation and the use of modern means of identification, thanks to which data on animals and farms are promptly updated in the State Animal Register.
Another provision concerns access to the data of the State Animal Register. The list of entities having access to this data without the owner’s consent will be expanded. This amendment allows those institutions and organizations (including insurance companies) that are legally authorized to use the data necessary to carry out their core business activities without repeated procedures and delaying the process.
The draft also establishes rules for animals that cannot be authorized for slaughter. In these cases, processing and disposal procedures will be applied in accordance with the current legal framework. The amendments also address the mechanism for providing compensation for animals slaughtered, killed or affected after the elimination of infectious disease outbreaks. The Agency for Interventions and Payments in Agriculture will be designated as the institution responsible for the payment of compensation.
Limits on the number of animals that can be kept in non-professional farms, i.e. households, are also adjusted.
