The Ministry estimates that about 30 teachers will benefit from this financial support in the first phase of the reform. These are teachers who have not reached retirement age, who hold a main position and for whom the local authorities have not been able to find a full-time position according to qualifications in the same administrative-territorial sector.

The allowance will be paid in two stages: the first tranche – 150 thousand lei, until October 30 of the year of distribution; the second tranche – 150 thousand lei, after six months, if the beneficiary maintains the employment relationship.

To receive the money, teachers must agree to move to another locality and undertake to work at least five years in the institution to which they were allocated. In case of dismissal before the expiry of this period, the amount must be returned in full, with some exceptions stipulated in the regulations.

Ministry data show that the 73 institutions scheduled for reorganization in 2026 employ 683 teachers. Of these, 218 teachers in key positions who have not reached retirement age may be directly affected by the reorganization. Nevertheless, the authorities estimate that most of them will be able to be employed locally and only 10-15% of them will need to be relocated.

The total estimated cost of the program is about 9 million lei. Half of the amount is to be paid in 2026 and the rest in 2027.

The ministry claims that this measure is necessary to prevent the loss of teaching staff and to ensure the continuity of the educational process in the context of the school network reform.

Recall, the Parliament supplemented the Education Code with an article on the reorganization of schools with a small number of students. The reform provides for the reorganization of 73 educational institutions in 2026: 10 schools will be closed, 63 will be reorganized – of which 47 will be transformed into elementary school and 16 into primary schools-kindergartens.
