
This is the building at 73 Stefan cel Mare si Sfint Boulevard, where the Prosecutor General’s Office, the High Council of Prosecutors and one of the specialized prosecutor’s offices operate. According to the explanatory note, there are only two privately owned rooms in the building, of 50.2 and 29.4 square meters, located in the basement.
It is noted that these premises prevent the completion of the consolidation and security of the building, which is considered a critical infrastructure for the justice system.
The State was able to terminate by mutual agreement 16 sales contracts, and later six more premises were purchased. Negotiations with the last two owners failed, although the APS claims that they repeatedly expressed verbal consent to the sale and then refused to sign the documents at the notary’s office.
In 2024, APS requested MDL 2.082 million to buy back the two premises. The money was foreseen, but was not used due to the blocking of the transactions. For 2026, the agency requested another MDL 3 million for the expropriation procedure. Although this amount was not included in the budget as a separate line item, the Government set aside 44 million lei for compensations related to additional expropriations.
