Moldova will legalize work with the EU Civil Protection Mechanism

Moldova intends to strengthen its participation in the EU Civil Protection Mechanism. The Ministry of Interior has drafted a new bill that will clearly define the procedure for interaction with EU countries in case of disasters.

Moldova joined this mechanism in 2024 and has already started to participate in international rescue missions, as well as to receive European assistance in emergency situations. However, in order to fully integrate into this system and realize all its benefits, the country needs a solid legislative framework.

The new law will make it possible to officially define the agencies involved, the procedure for requesting and providing international assistance, as well as the rules for conducting external missions. Key relevant structures will include the Inspectorate General for Emergency Situations, the government and a number of ministries, including foreign affairs, finance and defense.

The document provides for closer connection of Moldova to the European response infrastructure, including the EU Emergency Response Coordination Center, as well as communication systems and reserves of equipment for rapid intervention. At the same time, the law establishes legal and social protection for personnel sent on missions abroad, including insurance, rehabilitation leave and working conditions specific to high-risk situations.

An important change also concerns financing: the state will have to ensure contributions to the budget of the European mechanism and cover the expenses related to the participation of Moldovan teams in international operations. At the same time, the authorities expect to have access to European grants to purchase equipment, train personnel and modernize the response forces, which in the long term will reduce the burden on the national budget.

In the nearest future, the draft will be considered at a government meeting and then sent to parliament for approval.
