Chisinau will host “Civic Assembly”: Parliament wants to hear the “voice of the people” in reforms

From 16-17 May and 30-31 May 2026, Chisinau will host a "Civic Assembly" organized by the Parliament, the European Partnership for Democracy and the Centre for Politics and Reforms.

According to the press service of the Parliament, 50 citizens will participate in the “Citizens’ Assembly” – they will take part in the process of informing, discussing and developing recommendations for the Parliament.

“The reform of local public administration is a topic that needs to be discussed together with people. Through this Civic Assembly, we aim to create a platform of dialog, where citizens will be able to consider different points of view and contribute to the discussion on the future of local communities,” said Igor Grosu, Speaker of the Parliament.

Civic assemblies are used in many democracies as a tool for public participation in addressing complex issues. They bring together citizens selected so that the group reflects the diversity of society: different regions, social categories, age groups and language communities. Participants have access to information and expert opinions before forming their own conclusions and recommendations. The first such practice in Moldova was organized last year.

The organizers emphasize that the Civic Assembly is “an apolitical and neutral space where participants can freely discuss the topic”.

The first part of the process, May 16-17, will be devoted to exploring the issue and discussions with experts. During the second weekend, May 30-31, participants will shape and prioritize recommendations. The process will conclude with a public presentation and vote.

The event is financially supported by the European Union through the INSPIRĂ Moldova project and the Government of Sweden through the SPACE initiative. The views of the participants do not necessarily reflect the position of the donors.
