New IS will strengthen control of budgetary funds

The mechanisms for managing public funds and preventing financial irregularities will be strengthened through the implementation in Moldova of a new information system "Monitoring and Coordination of Counter Fraud".

The concept of the resource developed by the Ministry of Finance will soon be discussed at a government meeting. If approved by the Cabinet of Ministers, the owner and operator of the IS will be the State Inspectorate for Financial Control.

Emphasis will be placed on prevention and early detection of violations in the sphere of public and external finances, as well as risk management associated with their use. The experience accumulated by state bodies in implementing programs financed from national and international sources will be used.

Anecessary step in strengthening financialdiscipline

According to experts, the creation of such a system is a necessary step in strengthening financial discipline. It is conditioned by the improvement of public administration and the commitments undertaken by Moldova to international partners.

They require a more efficient coordination between the institutions carrying out control, audit, supervision and investigations, as well as a unified mechanism for collecting and managing information on possible violations. Without such a structure, response processes can be fragmented. This limits the ability of the state to intervene in a timely manner to prevent them.

The amount needed to develop the new system is estimated at 4.9 million lei. It will be allocated from the sources foreseen for the implementation of the Reform Program linked to Moldova’s Economic Growth Plan for 2025-2027.
