
This is the outcome of the Project on Registration and Evaluation of Land and Real Estate (PIEF), presented today at the final event in Chisinau.
Actualization of the real estate fund is overdue
The actualization of the real estate fund is almost twenty years late and was badly needed. An incomplete cadastral base, fragmented data and irrelevant valuations deprived citizens and institutions of adequate guidance on property issues, discouraging investment and complicating the management of public and private property.
The PIEF project was financed by the International Development Association (World Bank Group). The budget amounted to €23.65 million with an implementation period of 2019-2026. It was implemented by the State Agency Real Estate Cadastre (IP CBI) in partnership with the Agency of Geodesy, Cartography and Cadastre (AGCC) and the State Property Agency (APP). Local authorities and specialized companies were mobilized in its implementation.
What objectives have been achieved
The cadastral work carried out at the national level led to the registration of more than 300,000 privately owned properties and the correction of historical errors for some 247,000 properties. This exceeded the original scope of work by 90%.
State property boundaries have been defined in more than 360 localities, but delimitation work will continue until the entire country is covered. This will enable responsible management of state property.
The cadastral values of approximately 6 million properties have been updated based on 8 updated valuation models that allow for more accurate valuation. Citizens can familiarize themselves with the data and challenge them on the website geodata.gov.md.
The cadastral archive is fully digitized, the Geoportal of the National Spatial Data Infrastructure is operational, and the Register of Utility Networks has been developed and is in the process of completion.
