Moldova to fund infrastructure in merging localities in 2027

Funds will be allocated to the merging city administrations next year

The government today presented the mayors of voluntarily merging northern municipalities with the administrative framework for Financial Incentive No. 2. The funds will be allocated for infrastructure development.

Elected officials were briefed on the procedure for preparing project proposals, the areas eligible for funding, and the responsibilities of local authorities. These are the first consultations of this kind with mayors organized by the government. They were led by Government Secretary-General Alexei Buzu and Minister of Infrastructure and Regional Development Vladimir Bolea.

Through Stimulus No. 2, the government will allocate 3,000 lei per resident. These funds will be administered by the Ministry of Infrastructure and Regional Development through regional development agencies. The distribution of funds is scheduled for early 2027.

These funds will be used to finance projects for the construction and repair of local roads, water supply and sewer systems, street lighting, and the improvement of energy efficiency in buildings and social infrastructure, including educational and cultural institutions, health care and social protection, waste management, and the improvement of public spaces.

Priority will be given to projects for developing the road network and expanding water supply and sewerage systems. Discussions will continue with mayors from other regions.

The government is providing a package of incentives, estimated at 6.5 billion lei, to municipalities that voluntarily merge, consisting of three types of financial incentives: process preparation—Incentive No. 1; infrastructure development—Incentive No. 2; and strengthening administrative capacity—Incentive No. 3.
