This is stated in a comment by the grain exporters’ association Agrocereale on the decision by the CFR and the Ministry of Infrastructure to grant Ukrainian traders a 50 percent discount on the transit of cargo via the Moldovan railway.
At the same time, the transit agreement must contain firm guarantees regarding the volume of cargo transportation based on the “service or pay” principle (penalties, fines).
If these measures are not provided for in the agreement between the parties, then, in the organization’s view, there are grounds to request the Moldovan Competition Council’s position on this matter.

It is possible that the 50 percent discount on rail transit of Ukrainian cargo through Moldova involves, for example, the provision of financial or material (diesel fuel) assistance from development partners, perhaps the European Commission, which participated in negotiations on the activation of the “solidarity corridors.” It is possible that the amount of this assistance covers both the discount and the increased CFR costs for energy resources.
