According to the 2026–2028 action plan, the Ministry of Finance, the Entrepreneurship Development Organization, and the National Bank of Moldova will be responsible for developing the program. The document also provides for cooperation with the banking sector.
The program is expected to focus on improving access to financing for citizens who have decided to return to Moldova after living abroad.
The action plan also calls for the creation of a Registry of Citizens Returning from the Diaspora, a Unified Reintegration Portal, and a digital case management system that will track citizens’ adaptation process after their return to the country. The authorities plan to implement a system to monitor the reintegration process and the rate of re-emigration, as well as to create a network of mentors consisting of citizens who have already returned to Moldova.
Training, mentoring, and business development support programs are planned for entrepreneurs, along with measures to reduce the cost of money transfers from countries outside the SEPA zone. The authorities also intend to introduce tax and customs exemptions for professional equipment imported by citizens upon their return to the country.
