The Ministry of Finance Discussed the Tax Aspects of E-Commerce

Another round of consultations on the 2027 Tax Policy Draft took place with postal and courier service providers. Current issues related to cross-border e-commerce were discussed.

One of the topics was the Ministry of Finance’s proposal to introduce a fee for managing mail flows. It is proposed that the fee be levied at a rate of 12 lei for each mail item containing goods sold remotely to an individual who is not engaged in business activities. The recipient will be required to pay the fee, and the postal or courier operator will be obligated to collect it, declare it, and transfer it to the state budget.

The meeting also addressed the application of a 20% VAT rate to postal shipments valued at over 150 euros, administrative costs associated with processing, customs services, storage, and the traceability of shipments, as well as the value threshold for imports of low-value goods.

Special attention was given to strengthening customs controls and ensuring compliance with declaration obligations in cross-border e-commerce.

A special VAT collection procedure is proposed for the remote sale of goods to individuals who are not engaged in business activities. It will apply to non-excise goods in shipments valued at no more than 150 euros per shipment.

As the authors of the proposed measures emphasize, these measures will eliminate the preferential treatment of low-value goods imported via e-commerce and ensure fair competition between local sellers and international platforms.
