Despite this, the mayor fears, there is a risk that, without waiting for the completion of the voluntary unification process, the authorities will put the so-called normative or, simply put, forced unification to a vote in parliament in the fall.
City halls will beleftwithout financial incentives
In this case, local administrations may be left without the promised financial incentives.
“We have also tried to initiate a voluntary unification process to understand the position of citizens in neighboring communities,” he says. – At the moment there is no clarity on what direction we should take. Residents in most villages are categorically opposed to unification, and this cannot be ignored.”
The mayor expresses doubts about the financial resources promised by the state. Let us remind that in the improved document on voluntary unification of mayoralties, the amount of incentive subsidies, which the state promises to allocate for each inhabitant of the united settlements, has been tripled – from 1000 lei to 3000 lei per inhabitant.
“As a result of the merger of 5-6 settlements proposed by Făleşti, the city should have received about 65 million lei,” Alexandru Severin says. – But when we presented the project for 20 million lei, we were told that there is no money. Where will the 65 million lei come from?
On the whole, against the background of apparent acceleration, the local self-government reform leaves a lot of questions, lacking clarity and certainty. And the consultations organized in the regions were superficial and did not reflect the opinions of those who oppose it. “Although, thanks to the accumulated experience, each of us also has proposals,” emphasizes Alexander Severin.
