Moldova Approves Education 2030 Program With 13.5 Billion Lei

The government approved the “Education 2030” program, which calls for investments totaling 13.5 billion lei

Amid a labor union protest outside the Moldovan government building on August 19, a new phase of the “Education 2030” strategy for 2026–2030 was approved. Approximately 13.5 billion lei are planned to be allocated to the development of the education system over the next five years. Educators are demanding a raise in teachers’ salaries effective September 1.

The funds will be allocated to the modernization of preschools and schools, the development of vocational and higher education, support for educators, digitalization, and scientific research. Specifically, the program calls for the creation of 5,000 spots in daycare centers, the equipping of at least 400 schools and kindergartens, the development of a network of 90 model schools, and the updating of curricula.

In vocational education, at least 3,000 students are expected to participate in dual training programs involving at least 300 companies. Universities plan to expand dual education, attract at least 3,000 international students annually, and increase the proportion of graduates who find employment upon completion of their studies.

Special attention is being given to educators: more than 5,000 staff members will be able to participate in the “Investing in Educators” program, and more than 25,000 in the “Investing in Teachers” program. Mentoring and psychological support programs are also planned.

Of the total amount of approximately 3.7 billion lei, it is expected that 7.9 billion lei will be funded from the state budget, with the remaining 7.9 billion lei coming from foreign aid and funds from international financial organizations and the EU. Funding sources for an additional 1.8 billion lei have yet to be determined.

The government’s decision was made against the backdrop of a conflict with education workers’ unions. On August 19, the very day of the government meeting, teachers protested in Chisinau, demanding that the promise to raise salaries starting September 1, 2026, be fulfilled.
