
Alexander Berlinsky
Former CEC Secretary and Member of Parliament Alexander Berlinsky, a member of the Committee on Legal Affairs, Appointments, and Immunity, is proposing to limit the ability to serve consecutive terms as chair, vice chair, or secretary of the CEC.
According to the author of the amendment, this measure is necessary to prevent the concentration of influence within the electoral body and to reduce the risks of political pressure.
“Rotation in leadership positions means greater transparency, greater accountability, and, most importantly, a lower risk that the electoral body will fall under the political influence of a single faction or the same individuals. The CEC must be independent not only by law but also in the eyes of the public. This is not a whim. It is a guarantee of independence,” stated the former CEC secretary.
The proposed provision will also apply to individuals who held the positions of chairperson, vice chairperson, or secretary of the Central Election Commission in the commissions that were in place prior to the entry into force of this law.
It is worth noting that, according to the law, the term of office for CEC members is six years. The current composition of the commission was formed in 2021.
