On September 1, the EU Council’s Working Group on Enlargement will consider the results of the screening of negotiation clusters 2 and 3 for Ukraine and Moldova as the first item on its agenda and intends to approve them, which will mark the start of the formal process of preparing for the opening of negotiations.
A previous attempt to approve the screening results on July 22, 2026, failed due to Hungary’s position; Hungary was prepared to give the green light only to progress on cluster No. 3 and only for Moldova.
