
The study was conducted specifically for S.A. Termoelectrica and was funded by a grant of 500,000 euros provided by the French Ministry of Economy and Finance. The project reflects the cooperation between the Republic of Moldova and France in the energy sector and supports efforts to modernize the energy infrastructure in our country.
French experts assessed the potential for modernizing and expanding the district heating system in Chisinau with the aim of increasing its efficiency, reducing losses, and improving service to consumers. The analysis focused on expanding the network to new urbanized areas, modernizing existing infrastructure, optimizing network operations, and implementing modern solutions for system monitoring and management.
Thus, the experts analyzed the possibility of expanding the centralized district heating system to new districts currently under construction, such as Horus City, Cartierul Cluj, Airport Metropolis, and others. The total estimated benefit of the expansion will amount to more than 100 GWh/year and an additional heat load of approximately 70 MW.
Among the recommendations highlighted by the experts are accelerating the program to replace centralized heat distribution points with individual ones, modernizing digital monitoring and control systems, optimizing pumping stations, and using modern hydraulic modeling tools to plan future investments.
At the same time, the study proposes solutions for connecting new consumers to the centralized heating system and identifies measures that can help improve operational efficiency and reduce costs in the long term.
The proposed cogeneration solution for connected buildings could save households 120 euros per year.
The results of the study will serve as the basis for analyzing and prioritizing future investments in the heating sector, contributing to the development of a more efficient heating system tailored to Chisinau’s needs.

Investments in modern infrastructure mean improved service for consumers, more efficient use of resources, and a reduction in the energy sector’s vulnerability to external factors. “I would like to thank the French government for this valuable cooperation and for its support of the process of modernizing Moldova’s energy sector,” said Energy Minister Dorin Junghietu, who was present at the meeting.
For his part, French Ambassador Dominique Vaag reaffirmed France’s full support for the Republic of Moldova, including in the energy sector, emphasizing the importance of the infrastructure managed by S.A. Termoelectrica for the Chisinau municipality, as well as the relevance of the recommendations formulated by French experts for the future development of the district heating system.
