This conclusion is contained in the report of the Accounts Chamber on the results of the audit of the administration and realization of confiscated, seized and repossessed property for 2023-2025.
The report will be presented next week in the parliamentary commission for control over public finances.
The audit also found that in 2023-2025, the State Tax Service realized the confiscated property worth 61.5 million lei through a commission scheme, due to which its value decreased by 48.5 million lei.
Besides, due to the delay in the examination of criminal cases related to the material evidence worth about 67.4 million lei, as well as the absence of decisions on their return, this property is not used. As a result, the risk of depreciation or loss of value is increasing.
The Court of Accounts pointed out a number of systemic problems: outdated regulatory framework, insufficient inter-institutional cooperation and the lack of effective mechanisms for recording and storing property. In particular, the modules of the automated system of registration of seized property administered by the Agency for the Recovery of Property Obtained by Criminal Activity have not been fully implemented.
During the audit, some of the violations had already begun to be addressed. At the end of 2025, a new regulation on the administration and realization of confiscated property was approved and measures were taken to modernize the information system for recording such assets.
