More than 10,000 workers employed informally have been identified in Moldova

According to the Ministry of Labour and Social Protection, 6,700 of the total number of workers identified have already been regularised. This refers to employment relationships which, following inspections, were formalised in accordance with the law.

A positive trend is also evident in the labour market as a whole. According to data from the National Bureau of Statistics, the share of informal employment in Moldova fell from 23 per cent in 2023 to 17.3 per cent in 2025. Thus, over two years, the figure decreased by 5.7 percentage points.

The most significant decline has been recorded in sectors where informal employment traditionally remains high.

In agriculture, the share of informal employment fell from 66.6 per cent to 61 per cent, and in construction from 66.2 per cent to 49 per cent.

However, the authorities note that the problem of informal employment remains a pressing issue. Agriculture, construction, trade and industry have been identified as priority areas for further monitoring. The main objective is to ensure that workers are formally employed, that their labour rights are protected and that social security contributions are paid.
