Local authorities will not be able to make their own decisions on European Territorial Cooperation Group projects

The implementation of projects within the framework of European Territorial Cooperation Groups (ETCGs) will be possible only with the approval of the government. Local authorities will not be able to make such decisions on their own. This was stated by the vice-chairman of the parliamentary commission for public administration and regional development, Larisa Volokh.

Presenting a draft law on Moldova’s participation in the European Integration Commission, the MP said that the law will clearly stipulate that no project can be realized without the cabinet’s support.

“We are talking about property, about projects with national importance and about amounts much higher than those that local public administration authorities have been able to manage so far,” Voloh said.

Decisions within the framework of the EGTS are made jointly by all participants. At the same time, the main share of funding in such projects traditionally falls on the EU member states, while the other partners receive funds in proportion to their ability to implement the initiatives.

The authorities emphasize that the country is interested not only in participating, but also in submitting its own applications.

Moldova will join the EGTS with its headquarters in Constanta. The financing of the structure is formed by membership fees and attracted grants. In general, the budget of Interreg’s European territorial cooperation programs for 2021-2027 is about 10 billion euros.

To date, there are 89 active EGTCs in the European Union, uniting the countries of Central and Eastern Europe, including candidate states. Most of the projects are aimed at developing transport infrastructure, as well as science, innovation, education and healthcare.
