Government agencies will be authorized to use AI in service delivery

When providing public services, institutions will be authorized to officially use artificial intelligence, but with clear rules and restrictions enshrined at the level of law.

Government agencies will be authorized to use AI in service delivery

A bill drafted by the Ministry of Economic Development and Digitalization together with the e-Government Agency provides for the relevant changes.

According to the draft, the use of AI in the public services system is permitted provided that citizens’ rights, transparency and equal treatment are respected. Human control and the possibility of interference in the decision-making process must be preserved.

In certain cases, citizens will be able to appeal against decisions made using automated systems. A ban is established on fully automatic decisions in sensitive areas – for example, when it comes to limiting rights and freedoms, stopping social payments, child custody issues and protection of vulnerable categories of citizens.

It is planned that Moldova’s public services will be connected to the European system Single Digital Gateway – a single digital portal of the European Union. This will allow citizens and companies to receive services online not only within the country, but also abroad – according to the unified European rules. State bodies will work according to the “once” principle – services should be maximally digital and available in one place.

It is planned that the law will come into force on January 1, 2027, except for certain provisions that will come into force upon accession to the European Union.
