The results of the assessment will also influence the funding of state institutions. Founding bodies will be able to use the final performance indicator when allocating budgetary resources, as well as for evaluating the performance of managers, conducting performance audits and making decisions on the restructuring, reorganisation or liquidation of an institution.
Efficiency will be assessed, in particular, on the basis of the cost per unit of service, whilst effectiveness will be assessed based on the extent to which established targets have been met. Quality will be assessed according to the level of satisfaction among service users, and transparency according to compliance with reporting and disclosure requirements.
By 31 December 2027, the State Chancellery, in conjunction with ministries and other central administrative bodies, must assess the state institutions under their jurisdiction.
The methodology is due to come into force on 1 January 2027.
