From April 9, 2026, a new component – “Independent Agricultural Working Capital” – is available for partner financial institutions under the FCA program. It allows financing the current needs of agricultural enterprises to maintain the production process with a maximum amount of 500 thousand lei per beneficiary. By May 22, 2026, 41 enterprises have been financed under this component for a total amount of 16.54 million lei.
This program was developed by the Ministry of Agriculture and Food Industry together with OGPAE to support agricultural enterprises in covering current needs, given that production costs, volatility of external markets and seasonal agricultural works increase the pressure on liquidity.
The total amount re-credited under the FCA program is LE 491.28 million, of which LE 42.9 million was disbursed in May 2026. At the same time, the grant component related to the loans granted amounts to MDL 53.29 million, including MDL 2.24 million disbursed in May.
To whom and for what?
Of the total resources granted, 66.26% were used for traditional agriculture, with the grant component amounting to 5%. This area of agribusiness accounts for 10.44% of the allocated resources (grant component – 15%).
Post-harvest processing of agricultural products accounted for 19.93% of the resources provided (grant component – 30%).
Agricultural working capital accounts for 3.37% of the total resources provided and does not include the grant component.
The FCA program provides refinancing funds in Moldovan lei at a favorable fixed rate of 5.1% per annum for final beneficiaries. As of end-April 2026, the financial benefit of these resources compared to the average interest rates in the banking sector amounted to an average of 6.87 percentage points.
