Parliament adopted in the first reading a draft law according to which the works on “strengthening the building of the Prosecutor General’s Office” are recognized as socially useful and of national importance. This decision will allow for the compulsory purchase (expropriation) of the last two privately owned premises in the building.
The property is located at 73 Stefan cel Mare si Sfint Blvd. The Prosecutor General’s Office, the High Council of Prosecutors and one of the specialized prosecutor’s offices operate here. The remaining premises of 54 square meters and 29.2 square meters are located in the basement.
Background
“Of the 24 previously privatized facilities, we managed to reach an agreement with the owners on 16 of them. Another six objects were initially sold under sale and purchase agreements for 7.68 million lei, and bought back for 23.12 million lei. This is a huge sum – the expenses incurred by the state due to the incomprehensible decisions of the former authorities. As for the two remaining premises of 54 square meters and 29.2 square meters, we have analyzed the market. Taking into account the fact that this is the first line on Stefan cel Mare Avenue, these approximately 80 square meters will cost us about 3 million lei,” said Valerian Bobu, deputy director general of the agency.
As Logos Press previously wrote, in 2024, 2.082 million lei was requested to buy out these spaces, but the deals were never finalized.
For 2026, the authorities have set aside about MDL 3 million for the expropriation procedure. This amount is included in the total compensation fund, which amounts to 44 million lei.
Commenting on the privatizations carried out in this building over the past years, Valerian Bobu said that all the privatization processes have been checked:
“Some procedures were more correct, others less so. It is up to the law enforcement bodies to give a legal assessment of these facts. However, it is necessary to take into account the statute of limitations: since it was a long time ago, our appeals and possible actions at the moment are minimal”.
According to MP Dorian Istratii, if we proceed from the market value of real estate in the center of the capital (about 2,000 euros per square meter), the total value of all the premises privatized over the years in the building of the Prosecutor’s Office today is almost 100 million lei.
