Another High-Profile Resignation in the MoldATSA Case

Roman Kozhukhar, Director General of the Public Property Agency (APP), announced his resignation. Earlier today, Radu Marian also announced that he was stepping down as chair of the Committee on Economy, Budget, and Finance. Both resignations are directly linked to the scandal surrounding salaries amounting to thousands and questionable appointments at the state-owned enterprise “MoldATSA.”

In a post published on social media, Roman Kozhukhar explained that his decision was related to the agency’s activities regarding MoldATSA, where a thorough review of the decisions made by the former director was required, particularly regarding payroll policies.

“The Public Property Agency is the institution responsible for monitoring MoldATSA’s activities. In carrying out this mandate, it became necessary to conduct an additional and thorough review of the documents and decisions submitted by the former director. Although salary policy is the responsibility of the company’s executive body, the scale and consequences of these decisions demonstrate that rigorous analysis and heightened attention were required on the part of the APP. I take responsibility for these matters,” Kozhukhar stated.

He noted that he is taking this step out of respect “for the values of transparency and efficiency,” as well as to protect the image of the institution and his team, whose reputation has recently suffered. He expressed gratitude to his colleagues at APP, the ministries, and state-owned enterprises for their cooperation and the results achieved.

Party work continues

It is worth noting that at the recent Congress of the ruling PAS, Kozhukhar was elected a member of the party’s National Standing Bureau.

Radu Marian kicked off a series of resignations in the early hours of the day. He announced his resignation as chair of the parliamentary committee on economy, budget, and finance, but will continue to serve as a member of parliament. The resignation is directly linked to the situation surrounding the State Enterprise for Airspace Use and Air Traffic Services “MoldATSA,” which is managed by the Public Property Agency (APP). It was Marian, it is alleged, who promoted Dumitru Vangeli to the position of head of this state-owned enterprise.

Vangeli was recently dismissed from his position. This followed a high-profile journalistic investigation that cast doubt on the accuracy of information regarding his training at an aviation school in Canada and his professional experience as a pilot for Air Canada.

In addition, information about unreasonably high salaries, bonuses, and compensation at MoldATSA became public knowledge. In particular, the investigation highlighted the case of a communications employee (who is Maia Sandu’s cousin), whose monthly compensation, according to published data, amounted to approximately 120,000 lei.
