
The purpose of the auction is to develop wind farms with a total capacity of up to 170 MW, supplemented by battery energy storage systems (BESS).
Sixteen bids were received from nine investors, proposing projects with a total capacity of more than 423 MW and energy storage systems totaling more than 305 MWh, which is approximately 2.5 times the limit set for the auction.
According to the Ministry of Energy, seven bids from four investors were ultimately selected, with a total capacity of 179 MW and energy storage systems totaling 162.5 MWh.
Following the opening of the financial bids, the energy produced by the new wind farms will cost an average of 1.2467 lei/kWh, which is approximately 13% below the maximum cap set by the National Energy Regulatory Agency (ANRE).
The Ministry of Energy emphasizes that the resulting weighted average price, equivalent to 62.04 euros/MWh, is lower than both the maximum cap of 1.44 lei/kWh set by ANRE and the price recorded at the first auction held in 2025. At that time, wind power was offered at an average price of 1.3280 lei/kW·h and 67.2 euros/MWh, respectively.
The lowest tariff offered in the current procedure is 1.2398 lei/kWh, while the highest among the bids that passed the competition reaches 1.2528 lei/kWh.
In the next stage, the tender commission will adjust the bids so that the total allocated capacity does not exceed the 170 MW cap, after which the winners will be determined.
Selected investors will receive the status of a large qualified producer and will benefit from a 15-year feed-in tariff guarantee for the electricity they generate. New investments must include battery-based energy storage systems designed to increase the flexibility of the energy system and facilitate the integration of greater volumes of renewable energy into the Republic of Moldova’s power grid.
