The bill was passed on first reading amid a standoff between the parliamentary majority and the opposition.
The debate will take place on August 5 in the “Europe” Hall and will be open to the public, subject to prior registration.
As a reminder, Draft Law No. 280 of July 27, 2026, provides for a transition from the current single-member district system for electing deputies to the People’s Assembly of Gagauzia to a proportional representation model. The document also introduces new requirements for candidates, specifically mandatory proficiency in the Romanian language.
According to the draft, the elections for deputies to the People’s Assembly of Gagauzia, scheduled for November 15, 2026, must be held under the current system, while the new rules will apply in subsequent election cycles.
The Promo-LEX Association believes that the amendments to the Electoral Code related to the elections in Gagauzia are necessary in light of the upcoming elections on November 15, 2026, and the decision of the Constitutional Court. At the same time, the organization calls for public consultations to be held prior to the second reading of the bill.
