Moldova Will Launch a Security Threat Assessment System

The Republic of Moldova is to establish a National Risk Register, which will include the main risks that may affect national security, as well as an assessment of their impact and probability.

The mechanism is set out in a draft bill proposing the creation of a unified system for the analysis, monitoring and management of risks at national level. The Register will become the main reference source for the development and updating of strategies, programmes and public policies in the field of security and crisis management.

The document provides for the compilation of a comprehensive list of risks, a priority list and standardised risk profiles for each identified risk. These tools will enable the authorities to compare the severity of risks and determine the measures required to reduce vulnerabilities.

The Register will be updated as part of an ongoing assessment process, coordinated by the National Crisis Management Centre, with the support of the National Security Council Service and the relevant public institutions.

A public version of the Register will include only information that is not classified and does not contain data designated as state secrets.
