Ministers and deputy prime ministers will lose some of their powers

Ministers will lose the authority to appoint and dismiss deputy heads of state agencies established by their respective ministries. These powers will be transferred directly to the heads of the relevant agencies.

The changes are outlined in a draft government resolution aimed at reforming the regulations governing the organization and operations of ministries and central administrative bodies. Until now, ministers have had the exclusive right to appoint, transfer, suspend, and dismiss both the directors of these agencies and their deputies.

Another important change concerns the modernization of the institutional framework and eliminates the need to coordinate documents with the First Deputy Prime Minister or the relevant Deputy Prime Minister. These functions will be carried out directly in coordination with the government. Thus, agencies’ work plans, draft laws and regulations, initiatives to reorganize or liquidate structures, as well as proposals to impose disciplinary sanctions on deputy directors-general will be submitted directly to the executive branch.

Through these reforms, the draft’s authors aim to ensure consistency and uniformity in the rules governing the work of government agencies, as well as to make the internal organization of the central government more flexible. In addition, the draft aims to strengthen the role of the State Secretary-General in the administrative coordination of structural units.
