
The draft law on “adequate minimum wages” officially grants trade unions and patronages the right to bargain collectively to establish a minimum wage adapted to the economic realities of a particular industry or enterprise. The document has already been submitted to Parliament and is now being considered in the standing committees.
Negotiations will take place through the conclusion of collective agreements and labor contracts, through which employers and employee representatives will determine wage conditions depending on the specifics of the activity. The state undertakes to promote the process and monitor collective bargaining coverage: if this falls below the 80% threshold, the government will be obliged to intervene by developing an action plan to increase it.
The minimum wage, approved by government decree, would become only a baseline. The remaining conditions and wages will be determined through direct dialog between the social partners, which guarantees their autonomy in discussing working conditions and living standards.
