According to the draft of the new Waste Management Act prepared by the Ministry of Environmental Protection, exemptions will apply only to certain medical and specialized products. The document is open for public comment through July 23.

The draft provides for a phased ban on a number of single-use plastic products, the introduction of new packaging requirements, obligations regarding waste recycling and the reduction of food waste, as well as the expansion of producer responsibility.

Specifically, it proposes a complete ban on the marketing of oxo-degradable plastic products and certain single-use plastic items, as well as a significant reduction in the use of plastic products.

At the same time, the reduction in consumption will apply to single-use beverage cups, including lids, as well as containers for prepared food intended for on-site consumption or takeout. Furthermore, certain categories of plastic products (hygiene products, wet wipes, filtered tobacco products and filters, and single-use beverage cups) will be subject to mandatory environmental labeling.
