
The regulation on accreditation and requirements applicable to verifiers of greenhouse gas emissions stipulates that enterprises will be obliged to monitor emissions generated by their activities, prepare annual reports on the pollution produced and send them to accredited experts for verification.
According to preliminary estimates, for industrial and energy facilities, verification of a simple installation may cost between 800 and 1,000 euros, while for complex industrial facilities the estimated cost is between 3,000 and 10,000 euros. For airlines, the costs are much higher and can reach 150 thousand euros per year for large operators.
Companies will have to develop monitoring plans, prepare annual emission reports and organize training for employees involved in the process.
Who will check the reports
The draft regulation also defines the procedure for accreditation of verifiers and the conditions they must fulfill to verify company reports. Verifiers must be accredited by the National Accreditation Center of the Republic of Moldova (MOLDAC) or have an accreditation recognized according to EU standards.
The authorities claim that the new rules are necessary to bring Moldova in line with EU climate standards and to prepare for the implementation of the European emissions trading system after accession.
Initially, the new rules will apply to a limited number of operators, including large energy facilities, a number of industrial companies and aviation operators. In the long term, the mechanism is planned to be extended to other sectors of the economy in the context of Moldova’s integration into the EU climate policy.
In the Republic of Moldova, the energy sector is the main source of greenhouse gas emissions.
