The market of public parking lots is finally going to be regulated

In Moldova, especially in Chisinau, the market of public parking lots has not been regulated for many years, which leads to numerous inconveniences for drivers and pedestrians.

A new draft law registered in the Parliament of the country is intended to solve, at least partially, this problem.

The document introduces into the legislation the concept of “provision of public parking lots” (“asigurare cu parcări publice”), i.e. the activity of organizing and managing parking lots in settlements. At the same time, the management of public parking lots will be officially included in the list of municipal services.

The authors also propose to exclude the local parking fee from the Tax Code, abolishing a number of provisions regulating this fee.

At the same time, the draft amends the Code of Violations and introduces sanctions for violation of parking rules in public parking lots organized in accordance with local regulations.

Thus, drivers who block two or more parking spaces or fail to pay the parking fee risk a fine of 900 to 1,500 lei.

There are differentiated sanctions for exceeding the parking time established by law:

  • from 30 to 60 minutes – fine from 150 to 300 lei;
  • from one to three hours – from 300 to 600 lei;
  • from three to eight hours – from 600 to 900 lei;
  • more than eight hours – from 900 to 1500 lei.

In addition, vehicles can be evacuated to special parking lots of local authorities if they occupy several spaces, park without paying or exceed the parking time established by law by more than eight hours.

According to the document, the government will have to make the necessary adjustments to normative acts within six months after the adoption of the law.
