Implementation of the National Defense Strategy will cost about 10.6 billion lei

The program for the implementation of Moldova's National Defense Strategy for the next five years is estimated at about 10.6 billion lei. The government has elaborated a draft of the respective program. The document is expected to be discussed at one of the next cabinet meetings.

The program envisages a set of measures to modernize and develop the country’s defense capabilities in the period 2026-2030, including strengthening of the Armed Forces, digitalization of processes and increasing their operational readiness.

The financing is planned to be distributed as follows: almost 4.26 billion lei – from the state budget, 3.68 billion lei – external assistance, another 2.6 billion lei remain uncovered so far.

About 2 billion lei is envisaged for the current year.

According to the authors of the draft, one of the important factors shaping the defense policy is the exponential growth of military expenditures at the global level. According to the latest trends, by the end of 2024, total military spending will reach $2.718 trillion, up 9.4% from 2023. This represents 2.5% of global GDP.

Regionally, military spending in Europe grew by 17%, reaching $693 billion in 2024. NATO countries collectively spent $1.506 trillion, with 18 of the alliance’s 32 members meeting the 2% of GDP target.

The United States, China, Russia, Germany and India have the highest defense spending.

According to Moldova’s National Defense Strategy, it is planned to increase funding for the Armed Forces to 1% of GDP by 2034.
