The Ministry of Internal Affairs proposes requiring gun owners, as well as individuals who wish to obtain a permit to purchase or possess a firearm, to undergo fingerprinting, including the collection of palm prints.

Refusal to undergo the procedure could serve as grounds for denying a permit.

The Ministry of Internal Affairs believes that this measure will make it possible to more quickly identify firearm owners in the event of crimes or incidents, as well as to check them against national and international databases.

If the law is adopted, the new rules are proposed to take effect six months after the law is published in the “Monitorul Oficial.”

As of the end of 2025, the State Fingerprint Registry contained nearly 542,000 records.
