The main change concerns the Secretary-General. The rules now explicitly state that the Secretary General coordinates the work of the departments responsible for coordinating public policy, foreign aid, legal affairs, human resources, financial and administrative operations, information technology and communications, and records management.
In addition, the minister will be able to delegate to the Secretary General some of his or her powers as provided by law. This refers to specific administrative functions, not to the transfer of political leadership of the ministry to the Secretary General.
The changes do not provide for the creation of new bodies or an automatic increase in the number of staff. Their main purpose is to more clearly distribute administrative functions within ministries and to give secretaries-general a more defined role in managing the administrative apparatus.
The salary of a secretary general in a ministry is just over 40,000 lei.
