The need to change the funding system is explained by the fact that the current formula is largely focused on international achievements. As a result, federations with a small number of athletes but strong athletic results can receive significant amounts from the budget.
Under the proposed system, federations will be divided into several categories. Specific criteria and weighting coefficients will be established for each category. The amount of funding will depend on the specific nature and level of development of the respective sport.
A separate “complexity coefficient” is planned to be taken into account. Its calculation will consider the duration and complexity of athlete training, travel and competition expenses, and the need for specialized infrastructure and equipment.
The ministry plans to transition the documentation for obtaining funding to an electronic format. Applications will be submitted through a dedicated platform administered by the relevant government agency.
The Ministry of Education and Research believes that the new system will allow for a more equitable distribution of budget funds.
