According to Ana Groza, president of the National Confederation of Employers of Moldova, the outcome of the meeting held between Vasile Tofan, the nominee for Prime Minister of Moldova, and the National Confederation of Employers of the Republic of Moldova (CNPM).
“I am convinced that this very format of cooperation will allow us to develop higher-quality solutions capable of simultaneously supporting economic growth, strengthening the investment climate, and accelerating Moldova’s European integration,” notes the head of the employers’ organization. “In my view, the main value of this meeting lay not even in the fact that it took place, but in the substance of the discussion and the messages that the business community conveyed to the future government.”
This was a meeting organized for CNPM members, attended by representatives of key economic sectors. During the meeting, members of the business community emphasized the unconditional priority of European integration.
“We welcomed Vasile Tofan’s statement that European integration is the number one priority,” says Ana Groza. “For employers, this process means more than just the harmonization of legislation and new economic opportunities. Above all, it is about introducing a European culture of public administration based on dialogue, consultation, and shared responsibility among the state, business, and society.”
Dialogue Not Just for Show
Employers’ main expectations concern not only the substance of the reforms but also the process of their preparation. The necessary institutions for social dialogue and consultation already exist in Moldova.
The problem lies not in the absence of mechanisms, but in the fact that they are too often used merely as a formality—and only after key decisions have already been made.
“Social dialogue should not remain merely a procedural obligation. It has the potential to become one of our competitive advantages on the path to European integration,” says Ana Groza. “Therefore, the most important signal from the new government could be its willingness to involve social partners as early as the decision-making preparation stage. This approach makes public policy of higher quality, more feasible, and more predictable. Moldova has no shortage of platforms for consultation. We need state policy to be shaped specifically through these platforms, rather than simply presented after decisions have been made.”
The Business Community’s Message: Stability, Predictability, Trust
The meeting was attended by representatives from the construction industry, transportation, the IT sector, tourism, utilities, the wine industry, the insurance market, and business associations from other economic sectors.
Each organization presented its own vision, challenges, and specific proposals, which helped paint a comprehensive picture of the real economy’s needs.
The overall message from CNPM members was crystal clear: stability, predictability, and institutional partnerships based on trust are essential.
“The CNPM strives to be more than just an organization that reacts to pre-drafted legislation. We see our mission as becoming a full-fledged institutional partner of the government, capable of unifying the positions of various economic sectors, providing expert assessments, and participating in the search for balanced solutions even before they are adopted,” stated the head of the CNPM.
