
It establishes the general procedure for organizing public/sector procurement as well as supporting procurement activities.
The register of procurement service providers will be maintained in electronic format by the State Procurement Agency.
According to the regulation, procurement will be able to be carried out by legal entities of public and private law in compliance with the requirements of the regulation and within the limits of authority defined by the regulations governing their activities.
Namely, suppliers must, firstly, be registered as a legal entity of public or private law and personal data operator. Secondly, appoint a specialist certified in the field of procurement as a secretary of the working group. And also to include in its composition at least one person with competences in this field, having higher legal and/or economic education and registered in the Register.
The supplier will provide procurement support services through the established working group consisting of at least 5 permanent members, in some cases – 3 members.
The new regulations will allow for more responsible use of budgetary resources, reduce the risks of errors and improve the quality of services. It will also improve the statistics of these activities, contributing to the evaluation of the state’s procurement policy.
