
To this end, the List of Key Services for the Business Community and the 2026 Action Plan for their digitization were approved today.
The list includes services related to the key stages of a business’s life cycle: company formation, post-registration activities, ongoing interactions with government agencies, obtaining or registering certain rights, and business liquidation. The targeted services include state registration of legal entities, obtaining or renewing a qualified electronic signature, opening a remote bank account, electronic tax services, statistical reporting, notary services, real estate registration, and deregistration of legal entities.
The Action Plan for 2026 outlines specific measures for digitalization, ensuring interoperability, and improving access to information. These include eliminating administrative requirements through automated data exchange between agencies, the introduction of electronic services for the registration and deregistration of legal entities, the development of remote identification for qualified electronic signatures, the creation of conditions for opening bank accounts remotely, and ensuring the availability of relevant information in English.
An important element of the project is support for the “Contactless Business in Moldova” initiative, which aims to enable entrepreneurs, members of the diaspora, and foreign investors to start, manage, and close businesses in the Republic of Moldova entirely online.
Implementing the proposed measures will help reduce administrative costs for the business community, increase transparency, streamline the operations of government agencies, and enhance the Republic of Moldova’s attractiveness to investors. At the same time, the project aims to better align public services with the actual needs of users and bring them into line with leading European practices.
