Natalia Plugaru: We are reviewing our policy on the ageing population

According to data from the National Bureau of Statistics, at the start of 2026 there were 611,900 people aged 60 and over living in Moldova – 25.9 per cent of the population. One in four people in our country is an older person, and their share of the total population is growing.

In other words, population ageing is no longer a change affecting only a limited group of people, but a broad demographic transformation that must be reflected in the planning of public policy, services and community life.

‘Moldova is undergoing a significant demographic transformation. We are living longer, and this reality compels us to rethink state policies and services so that longevity means not only more years of life, but also years lived in health, dignity and participation,” noted Natalia Plugaru, Minister of Labour and Social Protection, during the third National Forum on Active and Healthy Ageing.

The discussions were attended by Zvezdan Pirtošek, an independent UN expert on human rights (New York), and Anna Maria Hergeleziu, Associate Professor at the Department of Geriatrics and Gerontology (Bucharest), as well as representatives of public authorities, specialists in the fields of healthcare and social protection, development partners, NGOs and representatives of the private sector.

Access to health and social services

They discussed the importance of preventing health problems, access to health and social services, maintaining independence and mobility, and developing care and support services as close as possible to where older people live.

“A significant proportion of older people, particularly in rural areas, face difficulties in accessing the necessary health and social services. It is important to create a system in which services are better integrated, more accessible and closer to people, so that no one is left behind,” emphasised Tatiana Sorocean, Executive Director of HelpAge Moldova.

It is also important for older people to be involved in community life. Their experience, knowledge and skills are a vital resource that can be utilised through voluntary work.

“We have professional experience, and we can share our local knowledge to preserve and promote history and information,” emphasised Maria Furdui, coordinator of the mutual aid group in Telenesti.

The event was organised by the Ministry of Labour and Social Protection in collaboration with the non-governmental organisation HelpAge Moldova.
