Știința” and “Lumina” publishing houses to be sold under the hammer

After an unsuccessful attempt to realize these assets through a tender in 2021, the Public Property Agency intends to offer them through an auction. Similar to the Hotel Zarya, the two state-owned publishing houses Știința and Lumina, as well as the state's share in the printing house Metrompas, will be sold.

The auction is expected to give investors more flexibility in determining their future development.

The explanatory note to the project notes that they are currently a burden on the budget due to modest revenues. The companies operate in sectors already dominated by private operators, and the state does not have sufficient advantages, besides, keeping them in this target segment is not a prerequisite for the functioning of the sector.

In addition, they are not attractive either in terms of market share or technology, or in terms of economic performance, which reduces their competitiveness and development potential.

At the same time, limiting their activities to one sector (publishing and printing) reduces their commercial flexibility in a dynamic market, where diversification of services and rapid adaptation are essential today.

The history of these companies wants to be preserved

Privatization through open bidding, as opposed to an investment tender, offers investors the opportunity to reorganize, diversify or reorient activities according to market requirements.

At the same time, the note notes, the history of these companies and the reputation they have accumulated create the preconditions for potential buyers to be interested in retaining operations, even in the absence of clear advantages. Therefore, job retention clauses could be included in the terms of sale to mitigate the social impact of the privatization process.
