The draft, drawn up as part of the ‘Restart’ reform, provides for the introduction of new rules on case management, the professionalisation of staff, the certification of employees and the digitisation of social services records.
Five levels of professional qualification are envisaged, ranging from Level V to Level I. Each level will correspond to a pay rise of between 750 and 2,000 lei per month, depending on the level of qualification.
Staff certification for Grade V will be introduced gradually over a three-year period.
According to the document, the implementation of these measures should help reduce staff turnover by at least 10 per cent, ensure that at least 80 per cent of employees have access to accredited or authorised continuing professional development programmes, and introduce a performance management framework.
In the long term, the reform aims to ensure a social care system with sufficient human resources who are motivated and capable of delivering high-quality benefits and services, with the aim of contributing to the achievement of the targets set for 2030.
The draft law amending certain legislative acts (concerning the social care system, the digitisation of social services and the professional development of staff) is due to be considered at the Cabinet meeting.
