Private schools and kindergartens will be subjected to a new assessment

Private schools and kindergartens in the Republic of Moldova will be evaluated according to uniform rules, must meet minimum performance standards and undergo periodic inspections.

These provisions are contained in the Methodology for Evaluation of Private General Education Institutions and Organizations Providing Educational Services, approved by the Ministry of Education and Science and the National Agency for Curriculum and Assessment. The document establishes for the first time a complete system of authorization, accreditation and quality certification in private education.

According to the Ministry’s report, the new methodology OMEC725/2026 provides for mandatory stages of the institution’s functioning: temporary authorization to operate, accreditation and periodic evaluation to obtain a quality certificate.

The temporary authorization allows the opening of the institution and is valid for three years, during which time the school must demonstrate compliance with the minimum conditions in terms of infrastructure, security and institutional capacity. Subsequently, the institution must obtain accreditation, which gives it the right to organize examinations and issue officially recognized educational documents.

The methodology also establishes clear evaluation criteria: a school is considered compliant if it achieves at least 70% of the quality standards, and it must exceed the 90% threshold to receive a quality certificate.

The quality certificate is only issued to institutions that have undergone at least two consecutive accreditation cycles and is reassessed every seven years.

The assessment is based not only on documents, but also includes visits to institutions, observation of lessons, interviews with students, parents and teachers, and analysis of the school’s performance against national averages.

The Ministry specifies that the methodology is mandatory for all private educational service providers and the results of the evaluations will be published.
