New customs requirements for Moldovan companies sending goods to the EU

As of May 25, economic operators in the Republic of Moldova who transport goods to Romania or transit through the European Union must comply with new customs requirements.

New customs requirements

The Romanian Customs Service warns that non-compliance could lead to delays or blockages at the border.

The main change is the mandatory submission of the Entry Summary Declaration (ENS) through the EU’s electronic system ICS2. This requirement applies to all goods entering the EU through Romania, including goods accompanied by transit declarations or TIR carnets issued in Moldova.

To use the system, companies must have an EORI code, an electronic signature and active accounts in Romanian customs systems.

Customs recommends that declarations be submitted before entering the EU and urges transport operators to ensure that all necessary conditions are met.
