SAFE is a €150 billion financial instrument that provides loans to member states. It primarily funds joint procurements of ammunition, missiles, air defense systems, and ground combat systems manufactured in the EU. It is part of the European Commission’s “Re-equipping Europe/Readiness 2030” plan, which aims to attract more than 800 billion euros in defense investments across the European Union, according to the European Commission.
This preliminary funding will help Romania accelerate priority defense investments, strengthen resilience, and modernize its military capabilities in line with common European objectives. SAFE is designed to ensure rapid and coordinated action, improve the interoperability of European armed forces, and strengthen Europe’s defense industry, including through joint procurement and closer cross-border cooperation.
Andrius Kubilius, Commissioner for Defense and Space, stated: “Today’s payment of 2.5 billion euros by Romania under the SAFE program is an important milestone for European defense and a more sovereign Europe. This funding will strengthen Romania’s defense capabilities and industrial base, as well as contribute to Europe’s overall security. The SAFE program is a clear demonstration of our firm commitment to European security, as well as to the resilience and defense of our eastern flank.”
This payment followed the completion of all necessary procedural steps and reflects the EU’s commitment to providing timely and practical support under the SAFE program. Further payments will be made as agreed milestones are reached and commitments are fulfilled.
The SAFE instrument is financed through EU borrowing on financial markets. This makes it possible to provide requesting member states with long-term loans at competitive rates and with attractive terms. The terms of SAFE loans are favorable thanks to the EU’s high credit rating.
It was previously reported that the SAFE program enables the mobilization of funding for the development of transport corridors, bridges, and roads connecting Moldova and Romania.
