According to the draft prepared by the Ministry of Infrastructure and Regional Development – the bureau’s founding body – the bureau will participate in the drafting and updating of plans to harmonise national standards with European Union legislation and standards, maintain a register of draft regulatory documents, and ensure the procurement of services for their development.
One of the key areas of its new remit will be the management and utilisation of funds from the National Fund for the Development of the Regulatory Framework in Construction. According to the explanatory note to the draft, between 30 January 2025 and 30 January 2026, 44.255 million lei was received into the state budget in the form of contributions paid by investors or owners of construction projects towards the development of the regulatory framework in the construction sector. The funds will be allocated, in particular, to the development and updating of regulatory documents in the construction sector, as well as to the remuneration of members of technical committees.
To fulfil these new responsibilities, a separate unit for the implementation of programmes and projects is to be established within ‘Moldova-Proiect’. According to the document, this unit is expected to comprise between 3 and 5 staff members. Annual expenditure on staff salaries for this unit could reach 1.5 million lei. The new unit will also be responsible for concluding and monitoring contracts with members of technical committees, paying their remuneration, coordinating the work of drafters of regulatory documents, and organising the procurement of services for the development of such documents.
The Law on the National Fund for the Development of the Regulatory Framework in Construction came into force on 23 July 2026. The Government proposes that the amendments concerning ‘Moldova-Proiect’ come into force on the date of publication of the decree in the ‘Official Gazette of the Republic of Moldova’. The draft is due to be considered at a Cabinet meeting.
