At a meeting of the Ministry of Energy’s commission held on 2 November and dedicated to the 2026–2027 heating season, issues relating to the preparation of energy infrastructure, the securing of fuel stocks and the uninterrupted supply of natural gas and electricity were discussed. Discussions centred on the results of the reporting on the implementation of the Action Plan and the measures that need to be completed in the coming period.

Of the 52 measures set out in the Plan, 27 have been fully implemented, 21 have been partially implemented, and four are currently being implemented. Given the start of the heating season, the priority is to ensure the safe operation of the energy sector and reserve capacity throughout the winter.

‘Our priority is to provide citizens and the economy with a secure energy supply throughout the cold season. For each remaining measure, we have set out clear responsibilities, specific deadlines and solutions to any obstacles. Institutions and operators must be prepared for coordinated intervention, including in the event of regional disruptions,” said Energy Minister Dorin Junghietu.

Gas contracts secured

In the natural gas sector, Energocom has fully secured contracts for the planned volumes for the period from October 2026 to March 2027. Safety reserves totalling 56.3 million cubic metres are being built up and are stored in Romania and Ukraine. At the same time, Moldovagaz, the designated gas supplier for the Transnistrian region, has announced that it has undertaken to store gas for the entire cold season.

Problems with the electricity supply remain unresolved

In the electricity sector, construction of the 400 kV Vulcănești–Chișinău power line has been completed, and the necessary checks are continuing to commission the equipment at the Chișinău power station.

By the end of 2026, firm contracts for the supply of electricity at fixed prices could cover up to 50 per cent of import requirements. For the period beginning 1 January 2027, the plan is to finalise the development of procurement mechanisms and ensure the reliability of supplies. Attention is also being paid to preparing the networks, ensuring the availability of import capacity and the necessary equipment for carrying out maintenance work.

Connections to the heating network are continuing

Termoelectrica has reported that, as of this date, the supply of heating medium has commenced to 135 nurseries, 49 schools, 25 healthcare facilities, 104 blocks of flats, 35 private houses, 3 higher education institutions and 95 commercial premises. The company’s director, Iurie Razlovan, stated that Termoelectrica is ready to connect all consumers upon request submitted by building managers, who act as the tenants’ legal representatives. He emphasised that consumers are being connected even if they have outstanding debts from previous periods.

Other measures

Preparations also include finalising a plan of preventive measures to manage potential reductions or disruptions to natural gas supplies in Transnistria by coordinating the actions of the relevant authorities and refining response procedures.

Other priorities include ensuring fuel supplies to state institutions, assessing the availability of coal on the market, switching to the sale of diesel fuel suitable for the cold season, and strengthening the cyber security of the energy infrastructure. The Ministry of Energy will continue to monitor outstanding tasks and risks requiring further action.
