Moldova Completes 61% of EU Energy Chapter Commitments

Moldova has fulfilled 61% of the commitments it made under the EU’s energy chapter

Moldova has made significant progress in the European integration of its energy sector, both in implementing legislative reforms and in developing strategic infrastructure.

The results were presented at the first Moldova-EU monitoring meeting on Chapter 15 (Energy). Of the 130 measures, 79 have already been implemented, representing 61% of the commitments agreed upon during the accession process.

The country has aligned its legislation with the EU regulation on gas supply security and with EU rules on emergency oil reserves. As part of this process, the country has designated an authority responsible for managing energy reserves and has begun establishing a stockpiling system.

There is also growing interest in the country in energy efficiency programs for residential buildings, which support building renovations and energy consumption reductions through three main financing mechanisms.

One of these mechanisms supports the energy retrofitting of apartment buildings through homeowners’ associations. In 2025, energy audits were conducted on 41 residential buildings, technical designs were prepared, contracts were signed, and procurement procedures were launched. Over the course of the year, more than 200 applications were received, 141 contracts were signed, and renovation work began.

Another program, Casa Verde (Green Home), supports investments in energy efficiency and renewable energy sources in single-family homes. The first call for proposals, launched in July 2025, attracted 745 applications, and the second round, launched in March 2026, received 1,000 applications within a few days.

Moldova is also actively developing its strategic energy infrastructure. Priority projects include the 400-kV power lines connecting Vulcănești–Chișinău, Bălți–Suceava, and Strășeni–Gutinăș. These projects will significantly strengthen Moldova’s connections with Romania and the European power grid, thereby enhancing the country’s energy security.

The completion of the Vulcănești–Chișinău power line and the modernization of its associated substations are key steps in reducing the vulnerability of Moldova’s energy system and increasing its resilience.

In addition, the project to construct the second circuit of the 330-kV Bălți–Dniester Hydroelectric Power Plant power line was included in the list of projects of interest to the energy community (PECI) in 2024 and has been confirmed for inclusion in the 2026 PECI list following the completion of the pre-selection phase.

The implementation of the project will bring significant benefits to both countries. Net transmission capacity is expected to increase by approximately 500 MW, which will strengthen regional energy security and create additional opportunities for the integration of renewable energy sources.
