The draft prepared by the Ministry of Economic Development and Digitalization stipulates that the Public Property Agency will be able to transfer these funds to the management company in the form of grants – without increasing the authorized capital. At the same time, all infrastructure created with public money will remain in the ownership of the state and will be transferred for use to the park administrator.
At the same time, Moldova HiTech Park will have the right to independently manage the allocated funds according to the approved and agreed income and expenditure plans. This should remove the blockage on purchases and investments that have been impossible to launch so far.
Another important innovation is the possibility to transfer land free of charge to state institutions that will become residents of the park. They will not have to pay rent – only to cover current expenses. The authorities expect that this will help attract IT structures, scientific and educational institutions to the park and form a full-fledged innovative environment.
According to the explanatory note, without these changes, there is a risk that the 80 million lei allocated for 2026 will remain unused.
The draft should be approved by the government.
