
As a result, bilateral agreements and diplomatic notes previously signed with European countries will be gradually rescinded to avoid duplication of laws. Furthermore, after Moldova’s official accession to the EU, the Ministry of Foreign Affairs will request that the European Commission include Moldovan driver’s licenses in the pan-European equivalence system, which will ensure their automatic recognition in all EU member states.
At the same time, the new rules clearly define the status of documents used within the country. As of today, only four types of driver’s licenses remain valid in Moldova: licenses issued in 1995 (with no expiration date), the 2015 and 2019 models (valid for 10 years), and the new 2025 model, which was introduced on May 28, 2026.
At the same time, the 2008-model licenses expired definitively on September 1, 2025, and no longer authorize the holder to drive a vehicle, just like the old Soviet-style documents. Nevertheless, holders of such expired or Soviet-era licenses do not lose their qualifications—they can exchange them for new licenses at any time without any problems through the Agency for Public Services at standard government rates.
The resolution will take effect one month after its publication in the Official Gazette of the Republic of Moldova.
